The Native American gang subculture has emerged as one of the most significant social problems in the history of our country. It has impacted the Native Americans somewhat disproportionately, both on and off reservations, further diminishing a culture already plagued by rampant unemployment, poverty, alcoholism, sexual & drug abuse, violence and destruction. Over the past decade, crime on Native American Reservations has increased significantly, with much of the criminal behavior revolving around violence and drug trafficking. While not all of the increase in crime can be attributed to gang activity, gangs and the violence associated with them are certainly a part of the equation. Much of the gang behavior in and around reservations is unstructured and informal, and Native American gangs tend to be loose knit, small and autonomous. The growth of the gang problem on many reservations over the past several years is startling, and all indications point to increased problems in the years ahead.


Open to all members of the criminal justice community, to include patrol officers, community police, school resource officers, latent investigators, drug investigators, street gang investigators, criminal intelligence personnel, corrections and probation officers, casino security personnel and tribal law enforcement officers.

Instructor Profile Sergeant Cecil Sveinson is a native "Aboriginal" assigned as the Program Manager of the Aboriginal and Diversity Policing Section of the Calgary Police Department. His extensive education, police and life experiences provide a truly unique insight from which every attendee will greatly benefit.
Investigator Jerry Wilhelmy is a noted Native American prison gang expert whose "up-close and personal" experience with gang members is broadly shared with the students. Wilhemy has a over a decade of subject matter specialization, working with tribal government, tribal police, ATF, DEA, FBI, state and local law enforcement agencies.
